Fuel Surcharge Charge Information
Pro Star
Waste is committed to controlling costs so we can continue to provide
you with the best overall value in waste related services.
Unfortunately, over the past few years we have seen the price of fuel
jump significantly, having an impact on all of our suppliers. Tires and
plastic carts are two examples. Steel prices have risen making
commercial container purchases and repairs more costly.
Pro Star
Waste has worked hard to keep from passing the rising cost of fuel on to
our customers, but these increased expenses have come to the point that
they can no longer be absorbed into our increased operating costs. After
careful review, we have decided to add a nominal fuel surcharge, which
can fluctuate up or down depending on the price of fuel, on all our
services. This surcharge will be take
effect in your next billing cycle. Pro Star Waste
regrets the necessity in applying this surcharge, however, these rising
fuel prices and related supplier costs are something we cannot control.
We feel that we have no other options at this time.
The fuel
surcharge calculation we will use is tied directly to the Gulf Coast
Region
average price of diesel fuel as reported weekly by the Energy
Information Administration of the U.S. Department of Energy (EIA/DOE)
in its Weekly Retail On-Highway Diesel Prices Index. This index is
objective, publicly available and widely recognized in the trucking and
transportation industries. This change will ensure that you, our valued
customer, will pay a fuel surcharge that is currently adjusted, easy to
calculate, and equitable to both you and Pro Star Waste.
The
EIA/DOE average is published each Monday and will be used for all
invoices created during that week. The
Pro Star Fuel Surcharge Table shows what the fuel surcharge invoice
charges (before taxes) would be, based upon the last reported EIA/DOE
Gulf Coast Region diesel price index prior to your invoice date.
Frequently Asked Questions
Q: Why have you added the fuel
surcharge component to my invoice?
A: This increase is necessary for us
to stay even with the cost of diesel fuel today. Our residential and
commercial vehicles get 3 - 4 miles per gallon and our roll off vehicles
around 8. In addition, the vendors with which we do business have all
increased their prices because of additional fuel expenses charged to
them.
Q: If the price of fuel goes down,
will my fuel surcharge component go down too?
A: Yes, if the Department of
Energy's Gulf Coast Region Average price falls, your fuel surcharge component
will come down as well. This information is updated weekly. If the cost
of diesel fuel decreases, this will affect your fuel surcharge
component. Using this index allows us to be more responsive to fuel cost
changes.

Recycling
Permit. Pro Star Waste recently received a permit from
the Texas Commission for Environmental Quality (TCEQ) to operate
a recycling site for construction and demolition debris. This
open-air facility will be constructed in 2008. Materials such
as concrete and brick will be reused, wood will be transported
to a wood chipping facility for use in mulch or wood chips as
landscape fill, metals will be separated for recycling, and
remainder items will be either placed in the local landfill or
otherwise reused as appropriate.

Onalaska, TX Trash Hauling Franchise.
The City of Onalaska, TX has passed a franchise for trash
service with Pro Star Waste., including residential, commercial,
and industrial trash hauling services.

Riverside, TX Trash Hauling Franchise.
The City of Riverside, TX has also passed franchise for
trash service with Pro Star Waste.

1stAnnual Davy Crockett Bear Chase Marathon
& Cookoff Fundraiser. As an active member of the
Trinity County Chamber of Commerce, Pro Star Waste is
participating on the steering committee of the 1st Annual Davy
Crockett Bear Chase Marathon & Cookoff to be held April 11-12,
2008 in Groveton, TX. Pro Star Waste will furnish the trash
service for the event, also. With the advice and supervision of
the founders of the 50 States Marathon Club, Steve and Paula
Boone, runners will have the opportunity to help support the
work and programs of the Chamber by selecting full or half
marathons, relay marathons, 5K marathon, and the L'il Critter
Possum Walk of 1 mile for kids. See:

details. There will be a Pasta Fest the night before the event
for marathoners and their guests, a cookoff with 50 or more
teams, and booths on the square the next day. A friendly”bear”
who will play with the kids and the crowds, free ice cream from
Dreyers, and other events round out this annual fundraiser.

Keep Trinity County Beautiful Activities.
Also, in Trinity County, Pro Star Waste recently sponsored the
State fee for the incorporation of the Keep Trinity County
Beautiful organization, now in its 3rd year in the County. Pro
Star Waste Marketing Director Dee Queen, current President of
the Board, and Cindy Jones, Board member, continue to be active
in helping to oversee the ongoing cleanups, educational efforts
regarding litter and recycling, and beautification efforts now
taking shape in Trinity County. New projects include a
committee to help beautify the square at the County seat of
Groveton for the upcoming Davy Crockett Bear Chase Marathon &
Cookoff. Subdivision efforts and other area projects for
cleanup and beautification will be reported in the new,
sponsored monthly newsletter. As programs of the Trinity County
Chamber of Commerce, these efforts will soon spread to all areas

DETCOG Solid Waste Advisory Board .
Pro Star Waste continues in its 6th year of service on the Solid
Waste Advisory Board of DETCOG. This Board is charged with
oversight of the inventory, planning, and approval of waste
disposal facilities in the 12 counties represented by the Deep
East Texas Council of Governments. Landfill taxes collected by
the State of Texas are disbursed yearly through this Board to
approved grant applicants for enforcement of litter laws,
cleanup and beautification programs, and education efforts in
the area of litter and recycling. Pro Star Waste is a
consistent independent business serving on this Board.

Independent Haulers Network. As
part of its membership in the Independent Haulers Network, Pro
Star Waste management recently traveled to the semi-annual
conference and roundtable of independently owned trash haulers
across the Nation. The Fall conference took place at Peoria
Disposal in Illinois, and included tours of the landfill
facility and Caterpillar manufacturing plants. These meetings
are, as always, an opportunity to learn how others solve issues,
often generating new program ideas for participants.

Waste Expo 2007. Pro Star Waste
also attends many of the yearly Waste Expo national conferences
and exhibitor events staged by the National Solid Waste
Management Association. In 2007, key managers traveled to
Atlanta for the event. These conferences are always an
opportunity to network with others in all phases of the waste
industry, learn about new products and methods, and gain
insights on trends.

2007 Acquisition. In 2007, Pro Star
Waste continued to expand in the counties around the greater
Lake Livingston, TX area. As part of the continuing expansion of
automated residential cart service, we acquired a smaller
company, Your Garbage Service. This brought our trademark
service to areas in Trinity County and eastern Walker County,
expanding our existing presence. Call

Brookshire Brothers. Recently,
Brookshire Brothers approved Pro Star Waste services for its
store locations in Corrigan, Trinity, Coldspring, and Onalaska.
Also, the company recently awarded Pro Star Waste a recognition
certificate for services after Hurricane Rita in 2005. We
greatly appreciate this relationship.

Waste Age Magazine Article. In
Waste Age magazine, the industry publication for the National
Solid Waste Management Association, Pro Star Waste recently had
an article on automated cart service. The article used the
prospective of a driver, with comments on maintenance. The
article appeared in the February, 2007 issue. The use of
automated cart service in rural areas gained the attention of
this national magazine, after the participation by Pro Star
Waste in a panel on automation at Waste Expo 2006 in Las Vegas.

Coldspring San Jacinto County Chamber Annual
Cookoff. In addition to furnishing trash service for
this annual Chamber fundraiser, employees of Pro Star Waste's
team “Itledoo” was an entrant in this cookoff contest in 2007.

Participation in the 2007 annual San Jacinto
County Fair & Rodeo. Pro Star Waste was a trash service
vendor to this annual event.

Christmas Parades Participation.
Pro Star Waste was invited, and participated with entries in the
Groveton, Coldspring, and Shepherd annual Christmas parades for
2007.
